On March 12, 2025, Qatar hosted a significant diplomatic meeting involving foreign ministers from Qatar, Jordan, Saudi Arabia, Egypt, and the United Arab Emirates, alongside representatives from the Palestinian territories and the United States.
The main agenda of the gathering was to discuss the reconstruction of Gaza and to explore avenues for stabilizing the region following ongoing conflicts.
During the meeting, the Arab ministers endorsed a detailed reconstruction plan for Gaza, which was initially approved at an Arab League summit in Cairo on March 4, 2025. This plan aims to rebuild the war-torn enclave while respecting Palestinian sovereignty.
The U.S. envoy also participated in the discussions to facilitate ongoing consultations related to the reconstruction initiative.
The Qatari Ministry of External Affairs issued a statement highlighting the urgent need to solidify the ceasefire in Gaza and the occupied Palestinian territories.
The emphasis was placed on the necessity of achieving a just and lasting peace grounded in a two-state solution.
This meeting followed an emergency session of the Arab League convened on March 4, where regional leaders expressed strong opposition to a controversial proposal made by former U.S. President
Donald Trump.
The proposal suggested resettling 1.7 million displaced Palestinians from Gaza to Egypt and Jordan, a move that was widely condemned by Arab nations as a potential threat to national sovereignty and regional stability.
In light of these tensions, Egypt introduced an alternative reconstruction strategy designed to stabilize Gaza while ensuring that displaced Palestinians remain in their original homeland.
This plan includes provisions for a governance mission to oversee the distribution of humanitarian aid and rebuilding efforts, proposing a temporary replacement for Hamas’ administrative functions.
Additionally, the plan suggests the establishment of an International Stabilization Force composed of Arab nations, tasked with maintaining security in the area, with oversight from a coalition that involves the Organization of Islamic Cooperation (OIC), as well as representatives from the United States, the United Kingdom, the European Union, and other international partners.
The reconstruction strategy also outlines temporary housing solutions for displaced Palestinians as a part of the broader efforts to remove rubble and initiate reconstruction activities.
Arab leaders reiterated their commitment to a diplomatic resolution that prioritizes the rights of Palestinians, ensures regional security, and seeks a sustainable political solution to the ongoing crisis.
