Kurdish Forces Resist Transferring IS Prisons to New Syrian Government

U.S.-supported Syrian Kurdish forces refuse to hand over Islamic State detention facilities to the new Islamist authorities in Damascus, as tensions escalate regarding the control of prisons and the resurgence of IS.
Kurdish-led forces in northern Syria, mainly the Syrian Democratic Forces (SDF), are opposed to handing over Islamic State (IS) detention centers to the newly formed Islamist government in Damascus.

The SDF, central to the U.S.-backed campaign against IS, continues to manage prisons that house thousands of IS fighters.

The primary facility is situated in the city of Hasakah, where approximately 4,500 IS detainees, including foreigners, are held.

Kurdish officials have voiced concerns about the potential re-emergence of IS, pointing to several attempts by the group to escape from prisons, including a failed assault in late 2022. The SDF has maintained that the duty of securing these facilities should remain with them and their coalition allies.

Kurdish commanders have emphasized that transferring the prisons to the new Islamist government in Damascus, led by Hayat Tahrir al-Sham (HTS), would be unacceptable.

HTS, which took control from the Assad regime in early December 2023, is viewed by some international powers, including Turkey, as an appropriate authority to assume control of the prisons.

However, the U.S. has shown support for the SDF maintaining its security role, with former U.S. Secretary of State Antony Blinken underscoring the significance of the Kurdish forces in hindering IS from regaining strength. The situation is further complicated by internal conflicts between the SDF and the new Syrian defense ministry, which has called for the disbandment of Kurdish-led forces.

Moreover, the SDF is also responsible for overseeing al-Hol, a well-known detention camp holding tens of thousands of IS fighters' family members.

The fate of the foreign nationals detained in these facilities remains uncertain, as many countries have declined to repatriate their citizens due to security concerns. Despite detainees expressing regret for their involvement with IS, Kurdish officials assert that many prisoners still show allegiance to the group, with reports of escape attempts and ongoing militant activity within the prison system.

The SDF's appeal for foreign governments to repatriate their nationals or allow local trials for detained IS members continues to be a contentious issue in ongoing discussions about Syria’s security landscape.
