Kuwait Enhances Telecommunications Infrastructure Management
KUWAIT CITY, Nov 28: The Municipal Council, chaired by Abdullah Al-Mahri, has endorsed new requirements for telecommunication tower construction. The rules, which demand a 20-meter minimum distance from towers to residential areas and public facilities, aim to regulate tower placement.
Thamer Al-Mutairi, Deputy Director General of Kuwait Municipality, stated that the Council of Ministers has mandated the rectification of haphazard tower locations by February 2024. This will be enforced through updated regulations that impose technical standards.
The council also reviewed the process for legally deporting non-Kuwaiti regulation violators, with an amendment introduced by member Fahad Al-Abd Al-Jader. New fines for non-compliance have been set between KD 9,000 and KD 10,000.
Violations leading to penalties, including license revocation, contractor declassification, and potential deportation, include unauthorized tower construction or oversight, exceeding the designated 300 square meters area, using unstable vehicles at undesignated sites, erecting towers or antennas at prohibited sites, and failing to maintain the required 20-meter distance from protected areas.
An additional fine of KD 100 to KD 500 will be levied for using non-compliant materials like non-iron mesh, incorrect fence heights, and the absence of mandatory advisory signs. Advertising on tower sites incurs fines from KD 3,000 to KD 5,000, and not enclosing a tower site could lead to a KD 4,000 to KD 5,000 fine. Article 39 mandates the restoration of the original state in case of a violation, with the possibility of license suspension or revocation.
