U.S. and France Facilitate Israel-Lebanon Negotiations in Naqoura

High-level discussions culminate in agreement to address border disputes, despite ongoing tensions and military actions.
In a significant diplomatic effort, representatives from Israel, Lebanon, the United States, and France convened in the Lebanese border town of Naqoura to address ongoing border disputes and the withdrawal from Lebanese territories.

The meeting aimed to establish a framework for cooperation regarding contentious points along the border demarcated by the UN-patrolled Blue Line.

Israeli Prime Minister Benjamin Netanyahu's office confirmed that the discussions led to the formation of three joint working groups focused on key issues, including Israeli-controlled areas in southern Lebanon, the exact demarcation of the Blue Line, and the status of Lebanese detainees held in Israel.

As part of these negotiations, Israel announced a goodwill gesture by releasing five Lebanese prisoners, a move framed by Israeli officials as a supportive act toward Lebanon’s newly elected president, Joseph Aoun.

Four of the detainees were released on Tuesday, with an additional detainee scheduled for release on Wednesday.

U.S. Deputy Special Envoy for the Middle East, Morgan Ortagus, underscored Washington's dedication to resolving border issues, noting that of the thirteen contentious points along the Blue Line, six remain unresolved.

Ortagus expressed a cautious optimism regarding the prospects for a comprehensive resolution.

Amid these diplomatic exchanges, tensions continued to escalate.

On the same day as the Naqoura talks, the Israeli military conducted airstrikes in southern Lebanon, targeting members of Hizbollah.

The Israeli military reported the death of Hassan Abbas Ezzedine, a senior figure in Hizbollah known for directing drone and missile operations.

Additionally, a separate airstrike was reported in Froun, resulting in two casualties, as confirmed by local Lebanese sources.

Despite a ceasefire brokered on November 27, 2024, following a prolonged period of hostilities, Israeli military operations in Lebanon have persisted, with Israeli officials citing security concerns as a justification.

Although an initial withdrawal was anticipated by February 18, 2025, Israeli forces remain entrenched in five strategic locations within Lebanon.

The ceasefire agreement mandated the withdrawal of Hizbollah forces beyond the Litani River and the dismantling of their military infrastructure in southern Lebanon, yet these stipulations have not fully materialized, contributing to the ongoing volatility in the region.
