Syria Establishes National Security Council Amid Political Realignments

President Ahmad al-Sharaah announces the formation of a National Security Council to manage the country’s security and political policies.
On March 12, 2025, the Syrian presidency announced the establishment of a National Security Council, presided over by President Ahmad al-Sharaah, designed to coordinate and manage national security and political strategies.

According to the official statement, the council will include the Ministers of Foreign Affairs, Defense, and Interior, along with the Director of Intelligence, two advisory seats, and a technical role appointed by the president.

The formation of the council was described as a response to the paramount national interest, aimed at enhancing national security and tackling upcoming security and political challenges.

The specific duties and operational protocols of the council are to be outlined according to presidential directives, aligning with national interests.

The council is expected to meet periodically at the invitation of the president to address national security matters and the challenges facing the state.

In a related development, the recent agreement between President al-Sharaah and Mazloum Abdi, the leader of the Syrian Democratic Forces (SDF), marks a significant shift in Syria's political landscape and may facilitate further agreements with other Syrian factions.

This initial agreement allows for potential incorporation of the southwestern province of Sweida into state institutions, including security frameworks.

The agreement has been interpreted by some as a strategic victory for the Syrian government, particularly as sectarian unrest has escalated in western coastal regions.

Meanwhile, the SDF, which was once a primary partner of the U.S. in the fight against ISIS, appears to be reassessing its position amid shifting dynamics with the Syrian government and possible U.S. withdrawal.

The U.S. State Department welcomed the agreement, affirming support for a unified Syria governed by non-sectarian leadership while expressing ongoing concern over violence against minority groups.

However, skepticism persists regarding President al-Sharaah’s commitment to an inclusive government, as questions remain about whether he has truly renounced previous extremist ideologies.

This political maneuver comes as the Iranian influence in Syria faces challenges following the declining power of President Bashar al-Assad and Hezbollah.

Analysts speculate that Iran seeks to destabilize al-Sharaah's government efforts in national unification.

The complexities of the agreement extend beyond national borders, with U.S. interests in the region potentially affecting Kurdish positions in Syria.

Addressing the evolving situation further, discussions involving regional actors and the U.S. highlight ongoing negotiations amid a backdrop of uncertainty regarding Washington's military and political ambitions in Syria.

The impact of these developments on local dynamics among various ethnic and political groups remains to be seen, particularly with Khmeimim Air Base becoming a focal point for international and regional interests in the Syrian crisis.

The National Security Council’s establishment coincides with these efforts to consolidate power amid varied local responses, influenced heavily by external geopolitical pressures.

The operational effectiveness of this council and its ability to navigate the intricacies of Syria's multifaceted conflicts will be critical as the country confronts the path ahead.
