Türkiye and Saudi Arabia Prepare to Sign Five Gigawatt Renewable Energy Deal at COP31

Phase two agreement aims to deepen strategic energy cooperation and accelerate joint clean power development
Türkiye and Saudi Arabia are set to sign the second phase of a landmark renewable energy cooperation agreement at the upcoming COP31 climate summit, advancing a joint plan to develop five gigawatts of clean power capacity.

The agreement reflects expanding strategic coordination between Ankara and Riyadh in the energy sector, as both countries intensify efforts to diversify energy sources and scale up investment in sustainable infrastructure.

Officials from both governments confirmed that the new phase will formalise collaboration on large-scale renewable projects, including solar and wind developments, grid integration technologies and financing frameworks.

The five-gigawatt target is expected to be delivered through a combination of joint ventures, technology transfer and long-term power purchase agreements, building on the first phase of cooperation announced previously.

Saudi Arabia has emerged as a major regional driver of renewable investment under its Vision 2030 strategy, committing significant capital to domestic and international clean energy projects.

Türkiye, for its part, has accelerated its renewable rollout in recent years, expanding installed wind and solar capacity while positioning itself as a manufacturing and export hub for energy equipment.

The second-phase deal is designed to align these complementary strengths, enabling cross-border expertise and project execution.

Energy ministers and senior officials are expected to finalise the agreement during COP31 discussions, framing the partnership as a contribution to global decarbonisation efforts and regional energy security.

Analysts note that the five-gigawatt scale places the initiative among the more substantial bilateral renewable collaborations announced in the run-up to the summit.

Beyond capacity development, the deal is also expected to encompass research cooperation, workforce training and supply chain localisation, supporting long-term industrial growth in both countries.

As global climate negotiations intensify, the partnership between Türkiye and Saudi Arabia signals a broader trend of emerging economies expanding clean energy collaboration while pursuing ambitious national transition strategies.
