Samara and Raya Holding Launch Electric Golf Cart Assembly Project in Saudi Arabia

Joint venture will build local assembly facility to produce more than three thousand electric golf carts, supporting Vision 2030 mobility and sustainability goals
Samara Land Transportation Services Co., a subsidiary of Alturki Holding, and Raya Holding have announced the launch of a joint venture to establish an electric golf cart assembly facility in Saudi Arabia, marking a new step in the Kingdom’s development of sustainable mobility solutions.

The project will combine Samara’s strong local market leadership with Raya Holding’s manufacturing expertise through its mobility arm, Raya Auto, to build a localized assembly plant that serves expanding sectors including hospitality, tourism, construction and urban development.

The facility is expected to produce more than three thousand electric golf carts over the next two years, while also providing comprehensive after-sales support and workforce development in line with Saudi Arabia’s economic diversification and localisation priorities under Vision 2030. Samara’s chairman Bader AlShathry said the partnership aims to advance a ‘Saudi-assembled’ standard that integrates connectivity, quality and premium service for customers, contributing to a sustainable mobility ecosystem.

Raya Holding’s Group CEO Ahmed Khalil described the project as a key milestone in the company’s regional expansion, noting that four of its portfolio companies now operate in Saudi Arabia and that the partnership reflects confidence in cross-regional collaborations that deliver long-term value.

Samara’s CEO Juan Carlos Azcona underscored the venture’s role in shaping the future of eco-friendly transportation in the Kingdom, while Raya Auto’s CEO Mohamed El-Naggar highlighted the transfer of expertise from Egypt’s electric mobility sector — where the company has pioneered solutions from golf carts to electric buses and cars — to support the Saudi initiative.

The assembly project aligns with broader trends in the Saudi golf cart and electric vehicle market, where rising demand for eco-friendly mobility is supported by expanding golf courses, resorts and smart urban infrastructure.

By fostering local assembly, job creation and technology transfer, the joint venture reinforces strategic goals for industrial growth and sustainable transportation across the Kingdom.
