How Riyadh’s shifting alliances in Yemen intersect with the Islamist Al-Islah party and the fragile balance of power in a fractured state

The central driver of this story is the evolving political and security relationship between Saudi Arabia and the Yemeni Islamist party Al-Islah within the broader context of Yemen’s long-running civil war.

The key issue is not a single event, but a pattern of strategic alignment, recalibration, and political trade-offs inside a fragmented conflict landscape where external and domestic actors continuously adjust alliances to maintain influence.

What is confirmed is that Yemen’s conflict has, since 2014, been shaped by a multi-layered struggle involving the internationally recognized government, Houthi forces aligned with Iran, southern separatist movements, and a range of Sunni Islamist and tribal networks, including Al-Islah.

Saudi Arabia has led a military coalition intervening in Yemen primarily to counter Houthi territorial expansion near its southern border and to restore the internationally recognized government in Sana’a.

Al-Islah, often described as ideologically close to the Muslim Brotherhood tradition, has historically operated as both a political party and a coalition of tribal, religious, and military actors.

Its position in Yemen’s war has been fluid: at different times it has been a partner of the Saudi-backed government, a contested force in southern Yemen, and a point of tension within Saudi Arabia’s broader regional policy, which has often opposed Muslim Brotherhood-linked movements.

The mechanism at the center of the debate is pragmatic wartime alignment.

Saudi Arabia’s operational priority in Yemen has been limiting Houthi territorial control and securing its southern border, which has required cooperation with local armed and political actors who are not ideologically aligned with Riyadh.

In this environment, Al-Islah has at times functioned as a military and political counterweight to Houthi forces, particularly in northern and central Yemen, where state authority has collapsed.

At the same time, this relationship has generated structural tension within the anti-Houthi coalition.

Southern separatist groups, particularly those aligned with the Southern Transitional Council, view Al-Islah as a rival and sometimes as a continuation of centralized political influence they oppose.

This creates a three-way strategic imbalance: Saudi Arabia, attempting to manage battlefield priorities; the internationally recognized Yemeni government, dependent on fragmented militias; and competing local factions with incompatible end goals for Yemen’s future governance.

The stakes are significant because Yemen’s post-war political architecture, if it emerges, will likely be shaped by the military actors who control territory during the conflict rather than by a unified national settlement.

Any empowerment of Al-Islah-linked forces therefore has long-term implications for the balance of power inside a future Yemeni state, particularly regarding the role of Islamist political movements and their integration into formal governance structures.

The broader implication is that Saudi Arabia’s Yemen strategy reflects a recurring feature of modern regional conflict management: tactical cooperation overriding ideological consistency.

While Riyadh has historically expressed opposition to Muslim Brotherhood-aligned organizations in other regional contexts, the operational demands of the Yemen war have required engagement with local actors based on battlefield utility rather than political alignment.

This creates a structural contradiction that defines much of the conflict’s trajectory.

Short-term security objectives drive alliances that may complicate long-term political stabilization.

As a result, Yemen remains locked in a system where external powers, local militias, and political parties continuously recalibrate their relationships, preventing the emergence of a stable post-war order and prolonging the fragmentation of state authority.

The practical outcome is a conflict environment where military gains and political legitimacy are decoupled, and where alliances formed for immediate survival on the battlefield increasingly determine the shape of Yemen’s future governance landscape.
