Saudi Arabia has said it requires clearer assurances on an Israeli military withdrawal from Gaza and the disarmament of Hamas before it can commit financial support to reconstruction efforts in the territory, underscoring Riyadh’s insistence on a structured political and security framework.

Speaking in the context of ongoing diplomatic discussions over Gaza’s post-war future, Saudi officials indicated that any large-scale funding would depend on defined arrangements addressing governance, security control and long-term stability.

The kingdom has repeatedly emphasised that reconstruction must be tied to a credible pathway toward a two-state solution and sustainable regional security.

Riyadh’s position reflects broader Arab concerns that rebuilding efforts could falter without guarantees on who would administer Gaza and how armed groups would be handled.

Saudi representatives have stressed that clarity on the Israel Defense Forces’ timeline for withdrawal, alongside mechanisms to ensure that Hamas no longer maintains military capabilities, is essential before substantial financial pledges can be finalised.

Saudi Arabia has played a growing diplomatic role in regional negotiations, balancing humanitarian considerations with strategic priorities.

Officials have reiterated support for civilian relief and reconstruction in principle, while signalling that long-term investment must be accompanied by a stable governance structure and international backing.

The debate comes amid complex ceasefire negotiations and discussions over post-conflict administration involving regional actors and international partners.

The scale of destruction in Gaza has prompted urgent appeals for reconstruction funding, but donors are weighing political and security conditions to ensure aid contributes to lasting stability rather than renewed conflict.

Israel has stated that its operations are aimed at dismantling Hamas’s military capacity and preventing future attacks, while discussions continue over security arrangements in the territory.

Hamas, for its part, has signalled resistance to disarmament absent broader political guarantees.

Saudi officials have not ruled out future financial participation but have made clear that clarity on withdrawal terms and demilitarisation is a prerequisite for meaningful engagement.
