Outgoing President Biden and Incoming President Trump's Teams Collaborate on Ceasefire and Prisoner Exchange in Gaza
In a statement delivered at the White House on Thursday evening, outgoing U.S. President
Joe Biden expressed cautiously optimistic sentiments regarding the ongoing negotiations aimed at establishing a ceasefire and facilitating a prisoner exchange between Israel and the Palestinian group Hamas in the Gaza Strip.
President Biden confirmed that his administration has seen 'some real progress' in the talks, with continued efforts to finalize an agreement.
Biden noted, 'I met with the negotiators today, and I remain hopeful that we can execute a prisoner exchange.
Hamas currently is preventing this exchange, but I believe we may be able to accomplish it.
It’s necessary for us to do so.'
Concurrently, the team of President-elect
Donald Trump has been actively engaging in efforts to broker this crucial agreement, which includes addressing the sensitive issue of detainees on both sides and establishing a sustained halt to hostilities in the region.
Speaking to Israel's Channel 12, Stephen Witkoff, Trump’s appointed Middle East envoy, noted a 'close and extraordinary cooperation' with the outgoing Biden administration.
'Securing the deal is of the utmost importance to President Trump before his inauguration on January 20th,' Witkoff emphasized, highlighting that Trump has directed his team to exert maximum pressure to advance the agreement.
Witkoff further implied potential serious consequences should the detainees not be released, though he refrained from detailing what those might entail, identifying the ambiguity as part of the strategy to induce Hamas to agree to the terms.
He confirmed that diplomacy remains the preferred route as directed by the President-elect.
U.S. network NBC News reported that senior Biden administration officials, including Brett McGurk, have maintained constant communication with their counterparts from the Trump campaign, with McGurk actively coordinating with Witkoff as negotiations move forward.
According to Channel 12 sources, a breakthrough was observed when Hamas consented to the proposed Israeli list of 34 prisoners.
The organization expressed its willingness to release those recognized as vulnerable humanitarian cases, including men under 50.
Israeli Strategic Affairs Minister Ron Dermer, participating in discussions in Florida with Witkoff, has also contributed to the forward momentum.
It is anticipated that Witkoff will extend his diplomatic mission to Doha for further talks.
Families of Israeli captives held in Gaza have publicly stated that a prisoner exchange agreement between Israel and Hamas is the only pathway to securing the return of their loved ones.
During a press conference held in Tel Aviv, they articulated the urgency of executing the exchange, citing heightened risk to detainees' lives due to ongoing military pressure in Gaza.
Protracted negotiations, involving Qatari, Egyptian, and American intermediaries, have encountered numerous setbacks.
Key points of contention remain, such as Israeli Prime Minister Benjamin Netanyahu's insistence on maintaining control over strategic border zones, including the Philadelphi Corridor and the Rafah crossing, and preventing the militarized return of Palestinian factions to northern Gaza.
Conversely, Hamas has consistently demanded a full Israeli withdrawal from Gaza coupled with a complete cessation of military activities as prerequisites for any agreement.
Currently, more than 10,300 Palestinians remain incarcerated in Israeli prisons, while estimates indicate around 100 Israeli captives are located within Gaza.
Hamas has reported significant losses among its detainees owing to indiscriminate Israeli airstrikes.
The situation in Gaza has reached critical levels since October 7, 2023, with prolonged military action backed by the U.S. resulting in upwards of 155,000 Palestinian casualties, predominantly affecting women and children, alongside massive displacement and extensive infrastructure devastation.
The dire circumstances have precipitated acute humanitarian crises encompassing widespread famine and deteriorating living conditions.
