Renewed Tensions as Hamas and Israel Respond to Mediators' Proposal

Hamas reviewed a proposal to release prisoners and agreed to negotiations, while Israel's response includes demands and modifications.
A copy of the mediators' proposal submitted on March 27, which was approved by the Islamic Resistance Movement (Hamas), has been obtained.

The Israeli response to the proposal was provided on March 28. Hamas has decided not to engage with the latest Israeli document, citing Israel's dismantling of their previously accepted proposal.

The mediators' proposal included the release of five captured soldiers by Hamas within 50 days, among them American-Israeli soldier Aidan Alexander.

Additionally, the proposal offered to free 250 Palestinian prisoners, including 150 serving life sentences and 2,000 inmates from Gaza.

The mediators guaranteed the restoration of conditions to those prior to March 2, along with the opening of border crossings and implementation of humanitarian protocols.

They also mandated that Hamas and Israel provide details concerning the status of their prisoners, both living and deceased, by the tenth day of the agreement.

The mediators committed to initiating immediate negotiations within 50 days for a permanent ceasefire, a complete withdrawal, and arrangements for the post-conflict scenario.

However, the Israeli response indicated rejection and significant alterations to most of the mediators' proposals.

Israel requested the release of soldier Aidan Alexander as a gesture of goodwill, without any conditions, prior to the agreement's initiation.

Additionally, Israel sought the release of ten soldiers on the first day of the agreement in exchange for 120 life-term prisoners and 1,111 detainees from Gaza, and demanded the release of 16 bodies of Israelis for every 160 Palestinian bodies ten days into the agreement.

Israel set a timeframe of 40 days for the agreement, during which negotiations concerning new principles would commence on the second day.

Importantly, Israel included a clause seeking the disarmament of resistance groups and refused any troop withdrawal from the Gaza Strip as prerequisites for negotiations.

Furthermore, it stipulated the establishment of a mechanism to ensure that aid flows exclusively to civilians.

Since Israel resumed military operations on Gaza on March 18, over 1,042 Palestinians have reportedly been killed, with 2,542 injured, predominantly children and women, according to the Ministry of Health in Gaza.

Following the outbreak of violence that began on October 7, 2023, Israel has faced allegations of committing genocide in Gaza, with casualty figures surpassing 164,000, including both fatalities and injuries, predominantly among children and women, alongside over 11,000 individuals reported missing.
