Saudi Arabia and Qatar Join Cruise Arabia Alliance, Elevating Gulf’s Cruise Tourism Strategy

GCC expands its cruise-tourism partnership with Saudi Arabia and Qatar at WTM 2025, forging new regional strength in maritime leisure travel.
The tourism authorities of Saudi Arabia and Qatar have formally joined the Cruise Arabia Alliance, the regional cruise-tourism partnership, during the World Travel Market 2025 in London.

The move enlarges an alliance that originally comprised the United Arab Emirates (Dubai and Abu Dhabi), Oman and Bahrain, and signals a concerted effort to position the Gulf-Cooperation Council (GCC) region as a world-class cruise destination.

With the addition of Saudi Arabia and Qatar, the alliance now brings together six major Gulf jurisdictions, enabling a more diversified tourism offering.

Saudi Arabia’s inclusion supports its national transformation agenda to diversify the economy away from oil, while Qatar’s participation strengthens its tourism connectivity and cultural-heritage ambitions.

Together with existing members, the alliance will coordinate efforts in infrastructure development, joint marketing, service-quality standards and itinerary connectivity.

Dubai continues to anchor the Gulf’s role as a global cruise hub under the alliance, leveraging its strategic geography, shipping ports and vision-driven tourism framework.

Meanwhile, the broader regional collaboration aims to deliver seamless travel experiences — via harmonised port operations, multi-destination cruise itineraries and unified service levels across the member states.

Economically, the expanded alliance is expected to drive meaningful gains across the region’s tourism ecosystems.

Cruise-ship arrival volumes, passenger spending in hospitality and retail, shore-excursion demand and related employment are all identified as target growth areas.

The alignment of tourism strategies across the Gulf also emphasises sustainability and cultural authenticity as core pillars, signalling a model of cruise tourism that may be more region-specific and resilient than prior stop-over-centric approaches.

Industry observers note that this step marks a watershed moment in Gulf cruise tourism.

By pooling resources and institutional capabilities, the region is seeking to present a coherent value proposition to international cruise lines and travellers, enhance its global competitiveness and deepen its economic impact domestically.

As the 2025-26 cruise season approaches, the members of the alliance are expected to unveil coordinated promotional campaigns, refine visitor-flow logistics and deploy advanced marketing tactics to capitalise on this new collaborative architecture.

Saudi Arabia’s and Qatar’s entry into the alliance signals a strategic shift from individual destination competition towards integrated regional growth in maritime leisure travel.
